Purpose of the SPP/APR Calendar
The SPP/APR calendar was designed to assist States with the preparation and timely completion of the State Performance Plan and Annual Performance Report. Because a number of data and collecting reporting responsibilities of States are completed at various times throughout the year, developing a calendar based on the four seasons of the year seemed to serve as a useful prompting strategy. Rather than evenly dividing the calendar into quarters of four month periods, it has been developed to reflect key data and reporting cycles of the APR. For example, in the Spring, an important activity that should be underway is the planning and implementation of collecting post-school outcomes for Indicator 14 By aligning each season to key APR events, States will be able to respond accordingly.

Using the SPP/APR Calendar
Using the calendar is a fairly straightforward process. Under each season, several links are available that pertain to: What States Should be Doing, Tools and Resources, and Resource and Specialty Centers. In the case of What States Should be Doing, suggested activities are provided to help States think through the process of completing their APR. These suggestions are provided for State personnel that represent Part B and Part C. Suggestions and recommendations are also offered in cases where the information is applicable to both Parts B and C as well. Note that many of the recommendations and suggestions are not hyperlinked to external resources (documents, etc). In the Tools and Resources section, however, almost all of the information is hyperlinked to relevant OSEP and specialty center documents. Hyperlinked resources are in bold-face font. These documents are intended to address one or more indicators, although some may be more global in nature. As such, the content of these documents can take a variety of forms including guidance documents, checklists, rubrics, etc. The section entitled Resource and Specialty Centers are provided to link State personnel with OSEP funded centers that are responsible for addressing one or more specific indicators.

Suggestions for the SPP/APR Calendar
The calendar is constantly being updated. If you have a suggestion of a link to be added to the calendar, please download the New Submissions PDF form, fill it out, and e-mail the form in. Forms are reviewed at the next meeting of the SPP/APR Calendar Committee after submission, but can take up to 2-3 weeks for processing and evaluation. Thank you for your patience during this time.

If you find a change needing to be made on the calendar, please download the Change Recommendation PDF form, fill it out, and e-mail the form in. Changes to the form are processed and approved changes made as soon as possible.

The Basics
Review OSEP response to the State's FFY 2005 SPP/APR and the SPP/APR instructions to ensure that APR instructions are being followed, the correct data is being applied in the formulas, and whether the formulas are being correctly calculated.

LEA/EIS Program Reporting
Ensure public reporting of every LEA/EIS program against each State target over the course of the SPP.

Local Determinations
Develop and implement criteria to assign a Determinations category for each and every LEA/EIS program.

Post SPP, APR, and LEA/EIS Program Reports on Website
Each State is required to post their APR and most current SPP on their State website as well as LEA/EIS Program Reports.

Evaluate Improvement Activities
Evaluate the efficacy of APR improvement activities with regard to appropriateness, measurability and resource needs.

Evaluate the APR Development Process
Assess how well the APR is being implemented with regard to stakeholder involvement in development and improvement activities, etc.

Data Analysis and Prepare Draft for Indicators 5, 6, 9, and 10
Conduct data analysis procedures for Indicator 5 (School-Age LRE), Indicator 6 (Preschool LRE), and Indicators 9 and 10 (Disproportionate Representation). Based on the results of this analysis, States should prepare a draft to report on these indicators.

Start Post-School Outcomes
Implement a process for collecting data for Indicator 14 (post-school outcomes).

Data Analysis and Prepare Draft for Indicators 2, 5, and 6
Conduct analysis of 618 data Indicators 2 (Setting) and 5 and 6 (Natural Environments) Based on the results of this analysis, States should be preparing a draft narrative to report on these indicators.

Methods for Assessing Racial/Ethnic Disproportionality in Special Education: A Technical Assistance Guide
Provides an overview of the various disproportionality calculation methods, including relative difference in composition, risk, and the risk ratio.  For each method, we summarize the question the method answers, provide at least two examples of its use,  describe how to interpret the results, and discuss the method's strengths and limitations.  The document was disseminated in Fall 2004.

States need to think about how to articulate their system of general supervision for Indicator B15. Focus should be placed on how the system facilitates timely correction for Indicators 4A, 9, 10, 11, 12, and 13.
