Patricia Bourexis and Mike Norman are owners of The Study Group, Inc. (TSG), which advises NERRC on procedures for monitoring the quality, reach, and impact of its work with states and other centers sponsored under the Individuals with Disabilities Education Act (IDEA). Bourexis is currently the president and Norman is the principle researcher.
TSG is also conducting a series of impact studies that assesses the value added to state and local implementation efforts by NERRC services and consultation. This work is an example of TSG's extensive experience in policy and program evaluation, much of it examining Office of Special Education and Rehabilitative Services (OSERS) programs. Under the Multiple Award Task Order program with the U.S. Department of Education, TSG is conducting an "Assessment of Transition Policies and Practices in State Vocational Rehabilitation Agencies" for the Rehabilitation Services Administration. TSG also leads the long-range planning effort required under Part D of IDEA '04.
TSG is on retainer to the National Research Council to provide formative and summative evaluation for two programs funded by the National Science Foundation (NSF) and conducted by the National Academy of Science and the National Academy of Engineering. Additionally, TSG collaborates with WestEd's National Center for Improving Science Education to evaluate two NSF-funded initiatives designed to support improving teacher preparation programs in mathematics and science education.

Bruce Bull is the owner/director of Special Education Data Services and Information Systems, Inc. (SPEDSIS), and co-owner/director of Education Data Services and Information Systems (EDSIS). The two companies specialize in analysis of educational data. SPEDSIS specializes in Individuals with Disabilities Education Act (IDEA) data and EDSIS specializes in creating applications for processing different types of education data. Both businesses primarily support the work of state education agencies (SEAs) and Part C lead agencies.
Bull has conducted IDEA Part B and Part C special education data work under contract for seven SEAs and three Regional Resource Centers. His work focuses on data collection and reporting systems, with an increasing focus on data collection and reporting processes associated with state Annual Performance Reports and State Performance Plans (APR/SPP). This work includes:
developing conceptual and/or database design for both data collection and reporting systems;
application development, implementation, and maintenance of collection and reporting systems;
provision of expertise to both SEAs and (other) vendors developing data systems;
RFP design and review; and
generation of efficient tools for reporting state and local level APR indicator data.
As an Assistant Research Professor at Western Oregon University, Bull conducted federally funded research projects. He received an MS in special education and has spent his entire professional career involved with special education data.

Larry Edelman is a Senior Instructor in the Department of Pediatrics at the University of Colorado at Denver and Health Sciences Center. He serves as Director of Community Education and Technical Assistance for JFK Partners and is one of the primary Instructors for the Interdisciplinary Training Program.
As a consultant to the Colorado Department of Education, he works on initiatives related to the provision of early childhood supports and services, early childhood assessment, and Colorado's early childhood outcomes measurement system. He also serves as a consultant to the Desired Results Access Project, assisting with the design and implementation of the California Department of Education's Special Education Division's statewide child outcomes measurement system.
Edelman has worked with organizations in more than 40 states and abroad as a training and organizational development specialist. He has written, edited, and designed dozens of training and educational programs that have been adopted throughout the United States and internationally.
With training in child development, organizational development, and instructional technology, Edelman has worked in the field of early childhood, health, and disability for more than 30 years. He received undergraduate and graduate degrees in child development from the University of Pittsburgh.
Patricia H. Mueller was the Evaluation Specialist for the Northeast Regional Resource Center (NERRC) from 1999-2005 and now serves as external consultant with Evergreen Consulting, which provides professional development and technical assistance to state education agencies and local education agencies in special education.
Mueller helps NERRC staff develop and implement evaluation plans for technical assistance activities; collects, analyzes, and reports impact data; develops and conducts internal evaluations; and participates in NERRC evaluation activities.
She served as a special education administrator for a Vermont school district. While at the University Affiliated Program of Vermont at the University of Vermont, she coordinated a variety of federally funded projects through the Office of Special Education Programs.
Mueller received a BS in elementary and special education, a master's in education in special education, a CAS in administration and planning, and an EdD, all from the University of Vermont.

Richard Reid is the founder and principle psychologist of Green Mountain Psycho-Educational Services, which provides staff development, consultation, systems change support, and assessment services to school districts. Reid's expertise includes student assessment, early intervention, progress monitoring, and responsiveness to intervention.
A licensed school psychologist with 25 years of experience working in public schools, Reid has represented NERRC in his work with the National Research Center on Learning Disabilities in identifying the strategic elements necessary to implement a Responsiveness to Intervention (RTI) model of progress monitoring within local school districts.
Reid teaches courses on assessment and interventions for students with disabilities at the University of Vermont and St. Michael's College. He has a MEd in school psychology at the University of Massachusetts, as well as a MA and PhD in psychology at the University of Vermont.
