What RRCs and NECTAC Should Be Thinking About
Each RRC should review its region’s APRs to see if training on APR 101 (the Basics) could be helpful.

· RRCs should talk to state contacts for feedback and their thoughts on state needs for APR 101 and other TA.

· RRCs could offer to assist the State in determining the Levels of Determination for school districts and early childhood programs.

· Review State SPP/APR improvement strategies and offer TA to begin improving data and their level.

· RRCs should begin completing the new state/indicator performance matrix with state percentages, progress/slippage, and compliance levels.

· When the Letters of Determination come out circa June 11, fill out the remaining parts of the state/indicator performance matrix with the Valid/Reliable Data and Timely Correction of Noncompliance information from the Letters.

· Submit each region’s matrix to the FRC for compilation into a national spreadsheet and redistribute to the RRCs and NECTAC (for internal use only). Use this information to make decisions about the need for national, regional, cross-regional, or state-specific TA.

· Constantly think about collaboration with the specialty centers. Review the Letter of Determination tables. Review the conference call presentation tables which can be sorted by RRC region.

· Attend the Specialty Center calls.

· Set a time for a conference call between OSEP, RRCs, and NECTAC by region right after the Letters of Determination are received so all of us can be timely and on-message.

· RRCs should communicate with OSEP regarding how the Letters of Determination were received and being acted upon.

· Each RRC will evaluate the level of communication with their OSEP state contacts. The RRC will make decisions about how to communicate concerns or need for improvement to OSEP. OSEP should consider feedback to RRCs if state directors have expressed concerns about including RRC staff on monthly calls.

What RRCs and NECTAC Should Be Thinking About

· Attend the pre-OSEP Leadership meetings between OSEP and individual states on August 7. RRCs will be notified of the states who will be invited to those meetings in the next few weeks. Same for the Part C state meetings post-ECO conference at the end of August.

· In addition to the APR data and the Letters of Determination analyses, how will we know what states want? Schedule an individual conference call with each State to determine their needs and wants.

· State contacts should call the State soon after the Letters of Determination are received. The RRCs should be invited on the call to walk through the Response Chart. Waiting until August is too long.

· RRCs should discuss with the State how they are going to communicate their determination level with Stakeholders throughout the State. RRCs should remind the State to use their Advisory Panel or Interagency Council for advice and guidance.

· Review State SPP/APR improvement strategies and offer TA to begin improving data and their level.

· OSEP is having three professional development “Indicator Days” with its staff to discuss how to provide TA. OSEP should communicate the information presented to the RRCs.

OSEP should consider feedback to RRCs if state directors have expressed concerns about including RRC staff on monthly calls.
