State Liaison: Maine Special Areas: monitoring, program improvement, communities of practice, special education leadership and management, special education reform, access to the general education curriculum and the coordination of general and special education.
The Regional State-to-Local Monitoring Workgroup was established in response to a need identified by monitoring staff from NERRC states for increased opportunities to communicate on important topics and practices related to IDEA monitoring.
Given the expectation that states will continue to develop and improve state systems of General Supervision including special education compliance monitoring, there is an increased need for communication and sharing of effective and best practices across states. Prior to the establishment of this workgroup in 2003, the only other opportunity for such cross-state communication was the National Accountability Conference on Special Education and Early Intervention, held every two years. The State-to-Local Monitoring Workgroup meets via monthly teleconferences with a recent focus on development of the State Performance Plan (SPP) and Annual Performance Report (APR).
