Parent Training and Information Centers 

Technical Assistance & Dissemination Network Projects

Institutes of Higher Education


These collaborative partnerships are being established for the primary purpose of working with states to better understand and use the flexibility provided by No Child Left Behind (NCLB) and Individuals with Disabilities Education Improvement Act (IDEIA) to effectively address the identified common concerns and needs of general and special education students. The best use of resources and greatest educational benefit to students depends on effective collaboration among technical assistance projects at the national, regional and state level.
Comprehensive Centers
The comprehensive technical assistance centers help low-performing schools and districts close achievement gaps and meet the goals of the No Child Left Behind Act of 2001. Fifteen regional and five content focused centers provide expert assistence to states and districts.

Centers serving states in the WRRC region.
The Alaska Comprehensive Center (ACC) serves the state of Alaska.
The California Comprehensive Center serves the state of California.
The Northwest Region Comprehensive Center (NWRCC) serves the states of Idaho, Montana, Oregon, Washington, and Wyoming.
The Pacific Region Comprehensive Center (PC) serves the state of Hawaii, and American Samoa, Commonwealth of the Northern Mariana Islands, Federated States of Micronesia (Chuuk, Kosrae, Pohnpei, and Yap), Guam, Republic of the Marshall Islands, and the Republic of Palau.
The West/Southwest Region Comprehensive Center serves the states of Arizona, Colorado, Nevada, New Mexico, and Utah.

Agreements

Memorandum of Understanding with the NWCC This memorandum operationalizes our mutual commitment to participate in collaborative activities including, but not limited to:
  • Facilitating collaboration at the state level to align Federal, State, district and school improvement efforts
  • Working with states to better understand and use the flexibility provided by No Child Left Behind (NCLB) and Individuals with Disabilities Education Improvement Act (IDEIA)
  • Linking states with the resources of the UofO’s TACS/WRRC, Office of Special Education Programs (OSEP) Technical Assistance and Dissemination Network, and other federal Department of Education funded resources
  • Assisting states’ efforts to build statewide, comprehensive systems of support for districts and schools

Parent Training and Information Centers (PTIs)
Each state is home to at least one parent center. Parent centers serve families of children and young adults from birth to age 22 with all disabilities: physical, cognitive, emotional, and learning.

Technical Assistance Alliance for Parent Centers  supports a unified technical assistance system for these centers.

Technical Assistance & Dissemination Network Projects
Under IDEA, the Office of Special Education Programs (OSEP) within OSERS supports a technical assistance and dissemination network designed to improve results for children with disabilities. The centers in this network address a range of topical areas.

Activities
Pacific Assessment Consortium Project
The establishment of a partnership between Guam CEDDERS, University of Guam, the National Center on Educational Outcomes (NCEO), University of Minnesota, and the Western Regional Resource Center (WRRC), University of Oregon is the foundation for the design of the Pacific Assessment Consortium Project. The Pacific Assessment Consortium Project, (also referred to as the "PAC6 Project") aims to facilitate the development, enhancement, or redesign of the comprehensive system of educational assessments, standards, and instructional supports used by American Samoa, the Commonwealth of the Northern Mariana Islands (CNMI), Guam, the Federated States of Micronesia, the Republic of Palau, and the Republic of the Marshall Islands.The overall Project outcome is to formulate an individualized entity design for implementing a strong system of assessment and instruction that addresses the needs of students with disabilities in this region.
