Early Intervening Services/Responsiveness to Intervention/Learning Disabilities (EIS/RTI/LD)

Purpose

The IDEA 2004 provides LEAs two new options that encourage providing intervention early to students at risk of being identified as disabled.  One option is the flexibility to use IDEA funds to support provision of early intervening services and the second is to use alternative methods of identifying LD that do not require finding a significant discrepancy.  These options are challenging states to develop new policies and practices to support LEA efforts in ways that ensure FAPE and consistency across LEAs while allowing for flexibility.   MPRRC will facilitate a network of state staff in order to provide a forum for the MPRRC states to share research and effective practices, and to assist the states in the development of strategies to address the design and implementation of  systems of early intervening and response to intervention (RTI).

As a result of this workgroup (i.e., community of practice), a number of outcomes will be achieved.  It is intended that the following will be among those outcomes:

  • Resources identified to support states in the MPRRC region in the implementation of early intervening and RtI.
  • Various models of early intervening and RtI identified and implemented.
  • Alternatives to the discrepancy model for the identification of students with learning disabilities implemented.
  • States linked and connected for sharing knowledge and problem solving around issues of early intervening and RtI.
  • Increased state capacity to provide technical assistance to LEA’s in the provision of early intervening and RtI.
  • Effective methods for working with general education to ensure rigorous instruction/interventions in the general education program identified.

Identified Goals

  1. Periodic teleconferences (4-6 times per year) that will include topical speakers/presentations and cross state sharing. The teleconference topics will be determined by the members of the work group.
  2. Information developed by individual states shared across the region and posted on the RRFC network portal.
  3. Meet face to face in conjunction with other meetings where possible
