Connecticut – Birth to Three Personnel Standards Document - Defines the suitable qualifications and supervision required for personnel providing early intervention services based on entry level requirements and credentialing requirements. Connecticut - Early Intervention Specialist Program The Early Intervention Specialist Program (EISP) is a competency-based program designed to increase the number and quality of early interventionists serving infants and toddlers with disabilities. The program is completed on-line and is available nationwide for either graduate credits or CEUs. The purpose of this memorandum is to clarify the certification and licensing requirements for bilingual special education professionals. A prerequisite for providing special education programs and services in New York State is a New York State certificate as a teacher (special education, speech and hearing handicapped, deaf and hearing impaired, or blind and partially sighted) or school psychologist, school social worker or school counselor or, in some cases, a professional license. Center on Personnel Studies in Special Education Welcome to COPSSE! Our goal is to enhance classroom practice and improve outcomes for students with disabilities by undertaking a rigorous research agenda that addresses special education personnel issues. COPSSE research—which is available on this site in our online library—provides insights into chronic and pressing special education issues related to beginning teacher quality, effective initial preparation, and the effects of preparation alternatives. (note: this website focuses on Part B and General Ed, but it was suggested that this research could be extended to Part C as well)

Welcome to www.signetwork.org, your one-stop connection to resources about the OSEP funded State Improvement Grants (SIG) and State Personnel Development Grants (SPDG). The purpose of the OSEP funding program is to assist State Education Agencies and their partners to reform and improve early intervention, educational, and transitional services systems to improve results for children with disabilities. To achieve this goal, the Grants may be used to improve systems of professional development, technical assistance, and/or dissemination of knowledge about best practices.
