New Report on Early Learning Guidelines for Infants and Toddlers
In March 2008, ZERO TO THREE published a new report entitled Early Learning Guidelines for Infants and Toddlers: Recommendations for States, by Sandra Petersen, Lynn Jones, and Karen Alexander McGinley. It includes 17 specific recommendations for states on developing or updating research-based early learning guidelines for infants and toddlers.

New Practitioner Brief by NCCRESt
The National Center for Culturally Responsive Educational Systems (NCCRESt) has recently published a new Practitioner Brief entitled A Cultural, Linguistic, and Ecological Framework for Response to Intervention with English Language Learners by Julie Esparza Brown, Portland State University and Jennifer Doolittle, OSEP. This 14-page article promotes a three-tiered Response to Intervention Approach: (1) universal screening and research-based instruction, (2) more intensive support, and (3) intensive individual instruction.

New Checklist for Early Intervention Identification
The Tracking, Referral and Assessment Center for Excellence (TRACE) has recently published a new practice guide entitled Universal Checklist for Identifying Infants and Toddlers Eligible for Early Intervention by Carl J. Dunst, Carol M. Trivette, & Glinda Hill. This guide includes a universal checklist that aims to be used as a primary source for identifying infants and toddlers who may be referred to early intervention programs. New Professional Development Opportunity for States
The National Professional Development Center on Autism Spectrum Disorders (ASD) is offering a new professional development opportunity to states. The primary goal of this center is to provide resources, professional development and technical assistance that will aid in increasing the number of highly qualified staff serving children and youth with ASD. This opportunity will allow states to work with the Center for a period of two years. New Handbook on Early Child Special Education Programs
The California Department of Education’s Special Education Division has recently created a handbook entitled Handbook on Developing and Evaluating Interagency Collaboration in Early Childhood Special Education Programs. This document was developed by Kathleen C. Sadao and Nancy Robinson and aims to help early intervention professionals and agencies in creating and implementing interagency agreements in order to ensure successful delivery of services.

Secondary Transition Conference
The Secondary Transition State Planning Institute (a collaboration between the National Dropout Prevention Center for Students with Disabilities, National Post-School Outcomes Center, National Secondary Transition Technical Assistance Center, and the National Association of State Directors of Special Education’s IDEA Partnership) will be holding a conference, Building for the Future, from May 7-9, 2008, in Charlotte, North Carolina. This conference will focus on transition issues connected to Indicators 1, 2, 13 and 14. The topics were previously identified during the NSTTAC Secondary Transition State Planning Institutes in May and October 2007. The National Early Childhood Transition Center (NECTC) has published a new research brief entitled Desired Family Outcomes of the Early Childhood Transition Process. This 11-page document was written by Gloria Harbin, Beth Rous, Nancy Peeler, Joneen Schuster and Katherine McCormick and describes important family outcomes that should be considered when making a transition services plan for young children.

NCEO Publishes a New Report on Graduation Requirements
The National Center for Educational Outcomes (NCEO) in collaboration with Council of Chief State School Officers (CCSSO) and National Association of State Directors of Special Education (NASDSE) has recently published a technical report entitled Revisiting Graduation Requirements and Diploma Options for Youth with Disabilities: A National Study. Included within this report is a helpful table that describes various graduation requirements for each of the 50 states (and for the District of Columbia).

Facts From NLTS2 Report
The National Center for Special Education Research (NCSER) has recently published Facts From NLTS2: Orientation and Mobility Skills of Secondary School Students With Visual Impairments, a report on information on the percentage of students with visual impairments (blind versus partially sighted, regular versus special school placement, and demographic groups) who receive orientation and mobility services. The National Dissemination Center for Children with Disabilities (NICHCY) has published a new report in their Evidence for Education series entitled Assessment and Accommodations. This evidence-based practice focuses on the following questions: (1) what accommodations are appropriate for which students and (2) how do accommodations affect student learning and their performance on tests.

2008 NPDCI State Applications

NASDSE’s New Project Forum
Project Forum has recently published two new policy analyses entitled EDFacts: Special Education in the New National Education Data System by Eileen Ahearn and High School Reform: Integration of Special Education by Eve Müller and Paula Burdette. These documents can be found at the Project Forum site here. Project Forum’s aim is to facilitate improved services to children and youth with disabilities by gathering and sharing information that supports changes to policy and practice at the national, state and local levels.

CELL Announces Successful State Applicants for Specialized Technical Assistance
The Center for Early Literacy Learning (CELL) has announced its plans to provide specialized technical assistances in 2008 to eight of the state applicants: Maine, Montana, Pennsylvania, South Carolina, South Dakota, Utah, Vermont, and West Virginia. These states have goals which include implementing evidence-based early literacy learning practices in a variety of early childhood settings (Part C, Part B/619, child care, and public and private preschool settings). NCRRC at RtI Summit
Dr. Norena Hale will be representing NCRRC at the upcoming Response to Intervention (RtI) Summit in Washington, DC from December 6-7, 2007. Dr. Hale has worked with the Comprehensive Centers funded by the U.S. Department of Education’s Office of Elementary and Secondary Education to address issues related RtI implementation within Region 4 States. As part of the RtI Summit, Dr. Hale will serve as a facilitator for a State in the development of an RtI action plan. She will also be provided with information that will benefit Region 4 States with regard to developing a process of developing a shared vision, understanding capacity and resources, and furthering work to implement RTI. Her work in this area will also contribute to her current efforts in working with the Comprehensive Centers in Region 4. Read more about the RtI Summit here.
