Regional Resouce Centers Information Services Protocol

1. National surveys of states
RRCs do not conduct for other TA&D projects.
RRCs do not expect other TA&D projects to conduct surveys.

2. Confidentiality
Requests from states relating to compliance issues or specific policies and procedures should remain confidential.
When RRCs receive a request from beneficiaries, there should not be an assumption of confidentiality, unless specifically requested.

3. Info Request Template
Before posting requests to the listserv, make sure the question has been adequately refined and clearly conveys what information is needed.
When posting request to the listserv, use the Information Request Template, which includes the following: Request topic entered into email subject line; STAR descriptors; requester; date due; info request; status of search process; and how info will be used.
RRC Directors will forward to their Information Specialist, the compilation of responses prepared by NASDSE in response to member requests for information.

4. Determining priorities for requests
Priority is given to requests from primary clients (i.e., State Education Agencies (SEAs) and Lead Agencies over requests from other RRCs or TA&D projects.
Priority is demonstrated in the order in which requests are received, the amount of time spent researching the response, and in the quantity of information provided.

5. Responding to requests from OTHER RRCs
If unable to respond, let the requesting RRC know so they will not expect a response.
Send only current info from the states in your region.
Include date and source of all documents.
Web-based resources and electronic materials expedite responses.
Notify requesting Information Specialist when materials are sent.

6. Responding to requests outside RRC region
Copy the appropriate RRC Information Specialist when completing requests for those outside your region.

7. Responding to requests from PRIMARY CLIENTS within RRC region
Targeting requests through interview, involves use of the inquiry guide; search files, Internet, STAR, FRC web site, state web sites; talk with in-house RRC staff and regional or RRFC workgroups.
If adequate info is not obtained, contact an RRC with expertise in the area and national topical center for guidance.
Then, if adequate info is not located, send request to the network listserv.

8. Responding to requests from PRIMARY CLIENTS outside RRC region
Request from an out of region primary client should be forwarded to appropriate RRC.
IF the request is from another RRC or OSEP TA&D project, respond only with information from your region. Also query center staff and regional workgroups, search State Similarities and National State Policy Databases.

9. Responding to requests from BENEFICIARIES (e.g., parents, teachers, advocates) outside RRC region
Quick turnaround question (i.e., requires little to no research such as a web site or contact information), fill the request, and copy the RRC serving the region in which the requester resides.
Complicated questions requiring research or involving legal or compliance issues, refer to the appropriate RRC. Let the parent know you are making the referral and provide relevant contact information.
When RRCs receive a request from beneficiaries, there should not be an assumption of confidentiality, unless specifically requested.
Let the parent know you are making a referral or sending a copy of the request to the state before contacting the state. In some cases, referrals to the local PTI or state web site are appropriate

10. Responding to requests from BENEFICIARIES within RRC region
Quick turnaround question (i.e., requires little to no research such as a web site or contact information), fill request, and copy the RRC serving the region in which the requester resides.
Complicated questions require conducting a reference interview and information search, involving the SEA, parent organizations, and others as appropriate. Follow regional protocol regarding sending copies of response to the SEA.
Legal, policy or compliance questions are referred to appropriate SEA staff person.
When RRCs receive a request from beneficiaries, there should not be an assumption of confidentiality, unless specifically requested.
Let the parent know you are making the referral before contacting the state. In some cases, referrals to the local PTI or state web site are appropriate.

11. Generic or miscellaneous requests
Forward these requests to the FRC
