Local school districts are required to convene an IEP Team meeting that includes school administrators and the child’s parents to: 1) develop an IEP; 2) plan for IEP implementation; and 3) review and revise IEP at least annually, for eligible students prior to providing special education and related services. Therefore, the Office of Special Education Programs developed the documents below in an effort to provide a useful and concise explanation of provisions of IDEA 2004.


OSEP Guidance: Individualized Education Programs
This document discusses the changes IDEA 2004 requires in provisions relating to the IEPs regarding: present levels of educational performance, short-term objectives or benchmarks, and annual goals; assessment; requirements for measuring progress and reporting progress to parents; statement of services; secondary transition requirements; requirements for children with disabilities transferring school districts within a state and between states; and the added rule of construction.

OSEP Guidance: Individualized Education Program (IEP) Team Meetings and Changes to the IEP
This document discusses the changes IDEA 2004 required in provisions relating to the IEP team meetings pertaining to: revised language regarding members of the IEP team, identification of when IEP team meeting attendance is not necessary, authorizing excusal from IEP meetings, making changes to the IEP, encouraging consolidation of IEP meetings, and authorizing alternative means of meeting participation.
